We have been establishing Agency Partnerships and Executive Level Leadership since 1981.

Chairwoman Gaal was recently re-elected to continue to serve as the Washington, DC Community Leader of the CAC for the 3rd District Metropolitan Police Department.
Karen Gaal personifies hard work, ingenuity, empathy and grace. Karen is a fully dedicated, enthusiastic and equipped
Representative of the Third District Community. Karen is a proven leader in the Washington DC, ANC 1B community where she continues to work hard for ANC 1B04 and ANC 1B05. Karen has an impeccable record and work ethic.
Karen has worked to improve the quality of life for District of Columbia residents for over 30 years through her civic service and women’s empowerment programs. Karen Gaal’s compassionate purpose is to provide her public service and expertise through her actively enriching community service and volunteer participation.
Karen Gaal’s service involves public safety, community and local problem-solving; through consistent involvement and support of civic organizations, government, educational institutions and private programs throughout the District of Columbia
Karen Gaal is a Social Change “Entrepreneur,” As a Program Director for over 29 years she has founded and led multiple programs, projects and organizations. As an Educator She is the author of several articles on organizational governance and human resource development. She is a frequent speaker and producer of creative, thought-provoking workshops and retreats focused on public safety, emergency preparedness, crisis management, financial literacy, trauma care, sisterhood, spiritual fulfillment, social betterment, and academic life skills, as well as leadership development for high school students and adults.
Karen Gaal is a strong leader and crisis manager with 25 years of executive management, planning and financial experience balancing operations budgets. Karen now oversees the operations and leadership functions for the 3D CAC Corporation and Board of Directors. For more than two decades she has been an accomplished senior executive who successfully navigates complex organizations to provide leadership, coordination, and evaluation for broad subject matter areas including strategic planning, governance and board management.
She oversees multiple agency programs with 3D CAC system-wide focus on the District’s citizen and business population’s public safety and social betterment goals. Karen directs relevant teams at the executive system level, while she is also the Chair of ANC 1B04 Civic Association and Third District Citizens Advisory Council for Public Safety and maintains high-level involvement in the community advisory neighborhood commission boards and local community grant-funded programs.
Karen puts her beliefs into Action through established Public Service. She’s A Kind, Graceful, Awesome Leader!
Karen Serves on each of Washington, DC’s ANC 1B Community Advisory Boards and several Washington, D.C. Citizen Advisory Commissions, 3rd District Chair Metropolitan Chief of Police Advisory Council, Executive Board Member for Several Washington, DC Women’s Clubs, Law Enforcement Executive Boards, National CERT Association, Serve DC, DC CERT Team as the Ward 1 Councilwoman and Ward 1 DC CERT Team Leader, National CERT Trainer and National CERT Program Manager, Neighborhood Watch Community Commissioner, Executive Board Member in Several Women’s Organizations and Of Course She is a Lifetime Girl Scout!

3D CAC is the “organization of organizations” that enlightens, inspires and connects the children, women and men of Washington, DC and the surrounding areas for the good of Public Safety and Social Betterment.
We’re a non-profit corporation program provider of Community Education, Skills, Training, information and certifications in public health and safety, emergency preparedness as well as advocacy and social betterment services. As Law Enforcement Practitioners We operate for the safety and well being of the Washington, DC community.
Our core values is to sustain, educate and advocate for Community Growth, Community Connections, and Community Responsibility in Public Safety. Our programs are grounded on a foundation of community growth, critical concerns for youth and seniors, emergency preparedness, environmental health, and the promotion for civic and community engagement which also advocates for sound public safety and social betterment.
We facilitate an array of community based educational programs, training courses, workshops, support group sessions and civic involvement programs for both youth and adults. We also offer communications and enterprise management services for clients ranging from small non-profits to Federal agencies. 3D CAC has been operating fully as an established Community Leadership Organization since 1981.

Third District Citizen Advisory Council
Advocacy and Social Justice for Public Safety
The Third District Citizens Advisory Council is a part of our 3D CAC organization that is an advisory panel constituted by the Chief of the Metropolitan Police Department of the District of Columbia.
In our 3D CAC Advocacy and Social Justice and Public Safety efforts, we work towards promoting policies that promote equality, justice and public safety, and the well-being of all community members in Washington, DC. We advocate for social change, address systemic inequalities, and work towards creating a safer and more inclusive community for everyone.
3D CAC’S Public Safety practices and services helps to prevent violence by setting focused and strategic enforcement priorities, advocating for policies and supporting legislation, creating educational initiatives, fostering ongoing prevention strategies and effective deterrence methods, enforcement collaboration with law enforcement, and supporting legal efforts while measuring the results.
3D CAC is located in the 3rd Police District of Washington, DC and the Chair is charged with providing the 3rd District Commander with a Community Action Plan and recommendations from the community on the public’s safety problems and police service needs.
3D CAC hosts Regular Public Safety Leaders Meetings at the Third District MPD Police Station on the last Thursday of each month which allows residents, DC Agencies, Elected Leaders and Business Owners to meet and discuss police-related issues with the district commander. The meetings also provide an opportunity for police officials to assess the impact of their crime-fighting efforts on the community.
In addition to the 3D CAC Public Safety Leaders Meetings the 3D CAC Chair is on the Chief of Police’s Citizens Advisory Council and provides the Chief of Police with input and advice on matters affecting the entire Department.
3D CAC’s goal is to make our city a safer place for all us to live, work and visit.

Community Outreach, Public Safety and Engagement Program
3D CAC Public Safety Ambassadors is a fun physically interactive community lead program for members that shapes neighborly relationships, good decision-making skills and teaches skills such as public safety, safety patrols, community infrastructure observations, emergency preparedness, risk management, public speaking, conflict resolution, social betterment, wellness checks, critical thinking and civic engagement and leadership development.
All Public Safety Ambassadors and Block Captains Must Complete Training.

The 3D CAC Pastoral Clergy Coalition is an inclusive multi-faith group of faith leaders and community members dedicated in promoting faith and fellowship while addressing public safety concerns in Washington, DC. Through collaboration and community-building efforts, we aim to rebuild core community resilience, connect individuals with critical resources, and foster a sense of responsibility and connection among all members of our community.
When caring people join together, bow their heads, raise up their hands, get on their knees, ask their Lord for peace and take action to make their community better and engage with their neighbors, it’s a beautiful thing—and an incredible feeling for everyone involved. 3D CAC Pastoral Clergy Coalition Members know that being a Good Neighbor is about leading by example, building relationships and improving the world through social betterment and kindness. We All Know that the conditions of our neighborhoods will not change until our hearts change.
We are able to more fully engage with our city and its clergy because of the generosity of local churches, individuals, organizations, and businesses who have become sustaining partners. From fun community meetup activities, trauma and civic engagement to family advocacy and cultural development, we strive to educate and empower community members to make positive changes in their lives and neighborhoods.

Crisis Response and Support Group
3D CAC- PSSP is a Compassionate Empowerment Group!
Our interactive program is for adult members age 19 and up.
3D CAC -PSSP’s weekly group meetings shapes the Mind, Body and Soul. We share Unselfish Self Care, Meaningful Activities, Life Skills, and Unique Beautiful Relationships all for sustained social betterment,
We Add Value To The Lives of the PSSP Group Members.
During times of crisis, our organization is committed to providing emotional and practical support to community members in need. Whether it’s a natural disaster, personal tragedy, or community-wide emergency, we are here to offer assistance and resources to help individuals and families navigate difficult times. We offer training workshops to address emergency preparedness for disasters and community wide emergencies, trauma response during crisis, and crime victim support groups.

Our 3D CAC Cadets Youth Engagement Program is aimed at fostering a sense of belonging, empowerment, and positive development among the youth of Washington, DC. Through our various programs and activities, we strive to create opportunities for young people to connect with their community, develop leadership skills, and access resources for personal and academic growth.
3D CAC Cadets is a fun physically interactive youth lead program for youth members that shapes good leadership, and decision-making skills while teaching skills such as public safety, emergency preparedness, academic achievement, fitness, entrepreneurship, financial literacy, risk management, public speaking, artistic expression, conflict resolution, social betterment, exploration, self care, critical thinking and civic engagement and leadership development.
